They are different. The third edition of "Who's Who in Space" has a biography and a picture of every selected space explorer flown or not who had been selected at the time of publication. It also reviews the selection process not such of NASA astronauts but also Soviet/Russian.
Many people use it to collect autographs in. Sadly it is out of date but we are ready to publish a fourth edition.
At that time many of the identities of unflown cosmonauts were unknown and we were able to, following interviews with many, to piece together their careers some of which are sad and full of missed opportunities. It did make the Russians to do there own Who's Who as their stories were unknown.
As one of the authors I would say that but I hope some others on collectSPACE who use the book will chip in.
