Secretary of the Army John O. Marsh Jr. pins an eagle on the shoulder of Colonel Robert Stewart during a promotion ceremony at the Pentagon on March 1, 1984. Stewart's wife is assisting and General John A. Wickham Jr., Army chief of staff, is looking on. Stewart was the first Army astronaut to fly in space aboard Challenger on mission STS-41B.

The first "Army" Astronaut was Major Roger Healy.

Do you know what is the basis behind these "Phantom Cosmonauts'" speculated flight into space?

There is no basis. There are stories, and misunderstandings and urban legend. They are the Soviet/Russian equivalent of the moon hoax.
