Any chance the man-rated Atlas V gets use of the Vehicle Assembly Building and Pad 39?

United Launch Alliance (ULA) has said it plans to continue to use Launch Complex 41 at Cape Canaveral Air Force Station for commercial crew launches of Boeing's CST-100 and Sierra Nevada's Dream Chaser.

Even though ULA is/was looking at it and it was due to NASA prodding, there isn't a business case for it. ULA would rather build another facility than use LC-39.
