NASA Selects Psyche Mission to Explore the Early Solar System

NASA has selected a mission that has the potential to open a new window on one of the earliest eras in the history of our solar system — a time less than 10 million years after the birth of our sun. The mission, known as Psyche, was chosen from five finalists and will proceed to mission formulation, with the goal of launching in 2023.

The Psyche mission will explore one of the most intriguing targets in the main asteroid belt — a giant metal asteroid, known as 16 Psyche, about three times farther away from the sun than is the Earth. This asteroid measures about 130 miles (210 kilometers) in diameter and, unlike most other asteroids that are rocky or icy bodies, is thought to be comprised mostly of metallic iron and nickel, similar to Earth's core. Scientists wonder whether Psyche could be an exposed core of an early planet that could have been as large as Mars, but which lost its rocky outer layers due to a number of violent collisions billions of years ago.

The mission will help scientists understand how planets and other bodies separated into their layers – including cores, mantles and crusts – early in their histories.

"This is an opportunity to explore a new type of world – not one of rock or ice, but of metal," said Psyche Principal Investigator Lindy Elkins-Tanton of Arizona State University in Tempe. "16 Psyche is the only known object of its kind in the solar system, and this is the only way humans will ever visit a core. We learn about inner space by visiting outer space."

Psyche, a robotic mission, is targeted to launch in October of 2023, arriving at the asteroid in 2030, following an Earth gravity assist spacecraft maneuver in 2024 and a Mars flyby in 2025.

"These are true missions of discovery that integrate into NASA's larger strategy of investigating how the solar system formed and evolved," said NASA's Planetary Science Director Jim Green. "We've explored terrestrial planets, gas giants, and a range of other bodies orbiting the sun. Psyche will directly observe the interior of a planetary body"

Discovery Program class missions like this are relatively low-cost, their development capped at about $450 million. They are managed for NASA's Planetary Science Division by the Planetary Missions Program Office at Marshall Space Flight Center in Huntsville, Alabama. The missions are designed and led by a principal investigator, who assembles a team of scientists and engineers, to address key science questions about the solar system.

The Discovery Program portfolio includes 12 prior selections such as the MESSENGER mission to study Mercury, the Dawn mission to explore asteroids Vesta and Ceres, and the InSight Mars lander, scheduled to launch in May 2018.

NASA's other missions to asteroids began with the NEAR orbiter of asteroid Eros, which arrived in 2000, and continues with Dawn, which orbited Vesta and now is in an extended mission phase at Ceres. The OSIRIS-REx mission, which launched on Sept. 8, 2016, is speeding toward a 2018 rendezvous with the asteroid Bennu, and will deliver a sample back to Earth in 2023. Each mission focuses on a different aspect of asteroid science to give scientists the broader picture of solar system formation and evolution.

NASA Moves Up Launch of Psyche Mission to a Metal Asteroid

Psyche, NASA's Discovery Mission to a unique metal asteroid, has been moved up one year with launch in the summer of 2022, and with a planned arrival at the main belt asteroid in 2026 — four years earlier than the original timeline.

"We challenged the mission design team to explore if an earlier launch date could provide a more efficient trajectory to the asteroid Psyche, and they came through in a big way," said Jim Green, director of the Planetary Science Division at NASA Headquarters in Washington. "This will enable us to fulfill our science objectives sooner and at a reduced cost."

The Discovery program announcement of opportunity had directed teams to propose missions for launch in either 2021 or 2023. The Lucy mission was selected for the first launch opportunity in 2021, and Psyche was to follow in 2023. Shortly after selection in January, NASA gave the direction to the Psyche team to research earlier opportunities.

"The biggest advantage is the excellent trajectory, which gets us there about twice as fast and is more cost effective," said Principal Investigator Lindy Elkins-Tanton of Arizona State University in Tempe. "We are all extremely excited that NASA was able to accommodate this earlier launch date. The world will see this amazing metal world so much sooner."

The revised trajectory is more efficient, as it eliminates the need for an Earth gravity assist, which ultimately shortens the cruise time. In addition, the new trajectory stays farther from the sun, reducing the amount of heat protection needed for the spacecraft. The trajectory will still include a Mars gravity assist in 2023.

"The change in plans is a great boost for the team and the mission," said Psyche Project Manager Henry Stone at NASA's Jet Propulsion Laboratory, Pasadena, California. "Our mission design team did a fantastic job coming up with this ideal launch opportunity."

The Psyche spacecraft is being built by Space Systems Loral (SSL), Palo Alto, California. In order to support the new mission trajectory, SSL redesigned the solar array system from a four-panel array in a straight row on either side of the spacecraft to a more powerful five-panel x-shaped design, commonly used for missions requiring more capability. Much like a sports car, by combining a relatively small spacecraft body with a very high-power solar array design, the Psyche spacecraft will speed to its destination at a faster pace than is typical for a larger spacecraft.

"By increasing the size of the solar arrays, the spacecraft will have the power it needs to support the higher velocity requirements of the updated mission," said SSL Psyche Program Manager Steve Scott.

The Psyche Mission

Psyche, an asteroid orbiting the sun between Mars and Jupiter, is made almost entirely of nickel-iron metal. As such, it offers a unique look into the violent collisions that created Earth and the terrestrial planets.

The Psyche Mission was selected for flight earlier this year under NASA's Discovery Program, a series of lower-cost, highly focused robotic space missions that are exploring the solar system.

The scientific goals of the Psyche mission are to understand the building blocks of planet formation and explore firsthand a wholly new and unexplored type of world. The mission team seeks to determine whether Psyche is the core of an early planet, how old it is, whether it formed in similar ways to Earth's core, and what its surface is like. The spacecraft's instrument payload will include magnetometers, multispectral imagers, and a gamma ray and neutron spectrometer.

NASA Glenn Tests Thruster Bound for Metal World

As NASA looks to explore deeper into our solar system, one of the key areas of interest is studying worlds that can help researchers better understand our solar system and the universe around us. One of the next destinations in this knowledge-gathering campaign is a rare world called Psyche, located in the asteroid belt.

Psyche is different from millions of other asteroids because it appears to have an exposed nickel-iron surface. Researchers at Arizona State University, Tempe, in partnership with NASA's Jet Propulsion Laboratory in Pasadena, California, believe the asteroid could actually be the leftover core of an early planet. And, since we can't directly explore any planet's core, including our own, Psyche offers a rare look into the violent history of our solar system.

"Psyche is a unique body because it is, by far, the largest metal asteroid out there; it's about the size of Massachusetts," said David Oh, the mission's lead project systems engineer at JPL. "By exploring Psyche, we'll learn about the formation of the planets, how planetary cores are formed and, just as important, we'll be exploring a new type of world. We've looked at worlds made of rock, ice and of gas, but we've never had an opportunity to look at a metal world, so this is brand new exploration in the classic style of NASA."

But getting to Psyche won't be easy. It requires a cutting-edge propulsion system with exceptional performance, which is also safe, reliable and cost-effective. That's why the mission team has turned to NASA Glenn Research Center in Cleveland, which has been advancing solar electric propulsion (SEP) for decades.

SEP thrusters use inert gases, like xenon, which are then energized by the electric power generated from onboard solar arrays to provide gentle, non-stop thrust.

"For deep space missions, the type and amount of fuel required to propel a spacecraft is an important factor for mission planners," said Carol Tolbert, project manager for Psyche thruster testing at NASA Glenn. "A SEP system, like the one used for this mission, operates more efficiently than a conventional chemical propulsion system, which would be impractical for this type of mission."

The reduced fuel mass allows the mission to enter orbit around Psyche and provides additional space for all of the mission's scientific payload. Psyche's payload includes a multispectral imager, magnetometer, and gamma-ray spectrometer. These instruments will help the science team better understand the asteroid's origin, composition and history.

Additional benefits of SEP are flexibility and robustness in the flight plan, which allow the spacecraft to arrive at Psyche much faster and more efficiently than it could using conventional propulsion.

For this mission, the spacecraft, which will be built jointly by JPL and Space Systems Loral (SSL), will use the SPT-140 Hall effect thruster. Because Psyche is three times farther away from the Sun than Earth, flying there required a unique test of the low-power operation of the thruster in the very low pressures that will be encountered in space.

The mission team called upon NASA Glenn, and its space power and propulsion expertise, to put the mission's thruster through its paces at the center's Electric Propulsion Laboratory.

"This was very important to the mission because we want to test-like-we-fly and fly-like-we-test," said Oh. "Glenn has a world-class facility that allowed us to go to very low pressures to simulate the environment the spacecraft will operate in and better understand how our thrusters will perform around Psyche.

"At first glance, the results confirm our predictions regarding how the thruster will perform, and it looks like everything is working as expected. But, we will continue to refine our models by doing more analysis."

As the team works toward an anticipated August 2022 launch, they will use the data collected at NASA Glenn to update their thruster modeling and incorporate it into mission trajectories.

NASA Awards Launch Services Contract for the Psyche Mission

NASA has selected SpaceX of Hawthorne, California, to provide launch services for the agency's Psyche mission. The Psyche mission currently is targeted to launch in July 2022 on a Falcon Heavy rocket from Launch Complex 39A at Cape Canaveral Air Force Station in Florida.

The total cost for NASA to launch Psyche and the secondary payloads is approximately $117 million, which includes the launch service and other mission related costs.

The Psyche mission will journey to a unique metal-rich asteroid, also named Psyche, which orbits the Sun between Mars and Jupiter. The asteroid is considered unique, as it appears to largely be made of the exposed nickel-iron core of an early planet – one of the building blocks of our solar system.

Deep within rocky, terrestrial planets, including Earth, scientists infer the presence of metallic cores, but these lie unreachably far below the planet's rocky mantles and crusts. Because we cannot see or measure Earth's core directly, the mission to Psyche offers a unique window into the violent history of collisions and accretion that created terrestrial planets.

The launch of Psyche will include two secondary payloads: Escape and Plasma Acceleration and Dynamics Explorers (EscaPADE), which will study the Martian atmosphere, and Janus, which will study binary asteroids.

NASA's Launch Services Program at Kennedy Space Center in Florida will manage the SpaceX launch service.

Building NASA's Psyche: Design Done, Now Full Speed Ahead on Hardware

Psyche, the NASA mission to explore a metal-rock asteroid of the same name, recently passed a crucial milestone that brings it closer to its August 2022 launch date. Now the mission is moving from planning and designing to high-gear manufacturing of the spacecraft hardware that will fly to its target in the main asteroid belt between Mars and Jupiter.

Like all NASA missions, early work on Psyche started with drawing up digital blueprints. Then came the building of engineering models, which were tested and retested to confirm that the systems would do their job in deep space - by operating the spacecraft, taking science data and communicating it back to Earth.

And the team just sailed through a key stage in that process, the critical design review. That's when NASA examines the designs for all of the project systems, including the three science instruments and all of the spacecraft engineering subsystems, from telecommunications, propulsion, and power to avionics and the flight computer.

"It's one of the most intense reviews a mission goes through in its entire life cycle," said Lindy Elkins-Tanton, who as principal investigator for Psyche leads the overall mission. "And we passed with flying colors. The challenges are not over, and we're not at the finish line, but we're running strong."

Studying a Metal-Rock World

Mission scientists and engineers worked together to plan the investigations that will determine what makes up the asteroid Psyche, one of the most intriguing targets in the main asteroid belt. Scientists think that, unlike most other asteroids that are rocky or icy bodies, Psyche is largely metallic iron and nickel - similar to Earth's core - and could be the heart of an early planet that lost its outer layers.

Since we can't examine Earth's core up-close, exploring the asteroid Psyche (about 140 miles, or 226 kilometers, wide) could give valuable insight into how our own planet and others formed.

To that end, the Psyche spacecraft will use a magnetometer to measure the asteroid's magnetic field. A multispectral imager will capture images of the surface, as well as data about the composition and topography. Spectrometers will analyze the neutrons and gamma rays coming from the surface to reveal the elements that make up the asteroid itself.

The mission team made prototypes and engineering models of the science instruments and many of the spacecraft's engineering subsystems. These models are manufactured with less expensive materials than those that will fly on the mission; that way they can be thoroughly tested before actual flight hardware is built.

"This is planning on steroids" said Elkins-Tanton, who also is managing director and co-chair of the Interplanetary Initiative at Arizona State University in Tempe. "And it includes trying to understand down to seven or eight levels of detail exactly how everything on the spacecraft has to work together to ensure we can measure our science, gather our data and send all the data back to Earth. The complexity is mind-boggling."

Building the Spacecraft

Now that Psyche is full-speed ahead on building hardware, there's no time to lose. Assembly and testing of the full spacecraft begins in February 2021, and every instrument - including a laser technology demonstration called Deep Space Optical Communications, led by NASA's Jet Propulsion Laboratory - has a deadline of April 2021 to be delivered to JPL's main clean room.

The main body of the spacecraft, called the Solar Electric Propulsion (SEP) Chassis, is already being built at Maxar Technologies in Palo Alto, California. While observing social-distancing requirements for COVID-19 prevention, engineers there are working to attach the propulsion tanks. In February 2021, Maxar will deliver the SEP Chassis to JPL in Southern California and then deliver the solar arrays that provide all of the power for the spacecraft systems a few months later.

Meanwhile, Psyche work is also buzzing at JPL, which manages the mission. Engineers who are essential to perform hands-on work are building and testing electronic components while following COVID-19 safety requirements. The rest of the JPL team is working remotely.

JPL provides the avionics subsystem, which includes Psyche's flight computer - the brain of the spacecraft. With equipment spread out on racks in a clean room, engineers test each piece before integrating it with the next. Once everything is connected, they test the full system with the software, operating the electronics exactly as they will be used in flight.

"One of the things we pride ourselves on in these deep-space missions is the reliability of the hardware," said Psyche Project Manager Henry Stone of JPL. "The integrated system is so sophisticated that comprehensive testing is critical. You do robustness tests, stress tests, as much testing as you can - over and above.

"You want to expose and correct every problem and bug now. Because after launch, you cannot go fix the hardware."

Next up for Psyche: that February 2021 deadline to start assembly, test and launch operations, aka ATLO.

"I get goosebumps - absolutely," Stone said. "When we get to that point, you've made it through a huge phase, because you know you've done enough prototyping and testing. You're going to have a spacecraft that should work."

Psyche is set to launch in August 2022, and will fly by Mars for a gravity assist in May 2023 on its way to arrival at the asteroid in early 2026.

NASA's Psyche Mission Moves Forward, Passing Key Milestone

Now just a year and a half from launch, the mission to explore a metal-rich asteroid will soon begin assembling and testing the spacecraft.

NASA's Psyche mission has passed a critical milestone that moves it a step closer to launch. After an intense review of the mission's progress in building its science instruments and engineering systems, Psyche won clearance to progress into what NASA calls Phase D of its life cycle – the final phase of operations prior to its scheduled launch in August 2022.

Until now, the mission has focused on planning, designing, and building the body of the spacecraft, its solar-electric propulsion system, the three science instruments, electronics, the power subsystem, and the like. The successful review of those elements means the mission can now begin delivering components to NASA's Jet Propulsion Laboratory, which manages the mission and will test, assemble, and integrate each piece.

"It's really the final phase, when all of the puzzle pieces are coming together and we're getting on the rocket. This is the most intense part of everything that happens on the ground," said Arizona State University's Lindy Elkins-Tanton, who as principal investigator for Psyche leads the mission.

Psyche's target is an intriguing, metal-rich asteroid of the same name, which orbits the Sun in the main asteroid belt between Mars and Jupiter. Scientists think that, unlike rocky or icy asteroids, Psyche is largely iron and nickel and could be the heart of an early planet that lost its outer layers. Exploring the asteroid Psyche (about 140 miles, or 226 kilometers, wide) could lend valuable insight into how Earth and other planets formed.

The Psyche spacecraft will use a magnetometer to detect a potential magnetic field; if the asteroid has one, it's a strong indicator that it once was the core of an early planet. A multispectral imager will capture images of the surface, as well as gather information about the asteroid's composition and topography. Spectrometers will analyze the neutrons and gamma rays coming from the surface to reveal the elements that make up the object.

The main structure of the spacecraft, called the Solar Electric Propulsion (SEP) Chassis, was designed and built by Maxar Technologies and is nearly complete. The Maxar team in Palo Alto, California, is preparing to ship it to JPL's main clean room in March, when assembly, test, and launch operations begin.

Each instrument will then undergo further testing. That includes a laser technology demonstration called Deep Space Optical Communications, led by JPL, which uses a super-efficient method of transmitting data with photons, or fundamental particles of visible light. Also undergoing testing will be the thermal, telecommunications, propulsion, power, avionics, and other engineering subsystems, along with the flight computer.

"The project has made tremendous progress, particularly given the world around us and COVID-19 and dealing with the constraints that imposes," said JPL's Henry Stone, the Psyche project manager. "We're in very good shape. We're on track and have a plan to go forward to make launch."

Although engineers and technicians have had to deal with shutdowns forced by the pandemic and to adhere to additional safety protocols for those doing hands-on work on the spacecraft, the project remains on schedule.

"The fact that we can still make this happen and we're overcoming our challenges feels near-miraculous," Elkins-Tanton said. "And it's also an incredible gift to keep us all focused and moving forward in a difficult time. So reaching this milestone has special meaning – not just for this project that we've been working on for a decade, but also because of what's been happening more recently in all of our lives."

By spring of 2022, the spacecraft will be fully assembled and ready to ship to NASA's Kennedy Space Center in Cape Canaveral, Florida, where it will launch in August 2022. Psyche will fly by Mars for a gravity assist in May 2023. And in early 2026, it will slip into orbit around the asteroid, where it will spend 21 months gathering data for analysis.

NASA Announces Launch Delay for Psyche Asteroid Mission

NASA announced Friday (June 24) the Psyche asteroid mission, the agency's first mission designed to study a metal-rich asteroid, will not make its planned 2022 launch attempt.

Due to the late delivery of the spacecraft's flight software and testing equipment, NASA does not have sufficient time to complete the testing needed ahead of its remaining launch period this year, which ends on Oct. 11. The mission team needs more time to ensure that the software will function properly in flight.

NASA selected Psyche in 2017 as part of the agency's Discovery Program, a line of low-cost, competitive missions led by a single principal investigator. The agency is forming an independent assessment team to review the path forward for the project and for the Discovery Program.

"NASA takes the cost and schedule commitments of its projects and programs very seriously," said Thomas Zurbuchen, associate administrator for NASA's Science Mission Directorate in Washington. "We are exploring options for the mission in the context of the Discovery Program, and a decision on the path forward will be made in the coming months."

The independent assessment team, typically made up of experts from government, academia, and industry, will review possible options for next steps, including estimated costs. Implications for the agency's Discovery Program and planetary science portfolio also will be considered.

The spacecraft's guidance navigation and flight software will control the orientation of the spacecraft as it flies through space and is used to point the spacecraft's antenna toward Earth so that the spacecraft can send data and receive commands. It also provides trajectory information to the spacecraft's solar electric propulsion system, which begins operations 70 days after launch.

As the mission team at NASA's Jet Propulsion Laboratory in Southern California began testing the system, a compatibility issue was discovered with the software's testbed simulators. In May, NASA shifted the mission's targeted launch date from Aug. 1 to no earlier than Sept. 20 to accommodate the work needed. The issue with the testbeds has been identified and corrected; however, there is not enough time to complete a full checkout of the software for a launch this year.

"Flying to a distant metal-rich asteroid, using Mars for a gravity assist on the way there, takes incredible precision. We must get it right. Hundreds of people have put remarkable effort into Psyche during this pandemic, and the work will continue as the complex flight software is thoroughly tested and assessed," said JPL Director Laurie Leshin. "The decision to delay the launch wasn't easy, but it is the right one."

The mission's 2022 launch period, which ran from Aug. 1 through Oct. 11, would have allowed the spacecraft to arrive at the asteroid Psyche in 2026. There are possible launch periods in both 2023 and 2024, but the relative orbital positions of Psyche and Earth mean the spacecraft would not arrive at the asteroid until 2029 and 2030, respectively. The exact dates of these potential launch periods are yet to be determined.

"Our amazing team has overcome almost all of the incredible challenges of building a spacecraft during COVID," said Psyche Principal Investigator Lindy Elkins-Tanton of Arizona State University (ASU), who leads the mission. "We have conquered numerous hardware and software challenges, and we've been stopped in the end by this one last problem. We just need a little more time and will get this one licked too. The team is ready to move forward, and I'm so grateful for their excellence."

Total life-cycle mission costs for Psyche, including the rocket, are $985 million. Of that, $717 million has been spent to date. The estimated costs involved to support each of the full range of available mission options are currently being calculated.

Two ride-along projects were scheduled to launch on the same SpaceX Falcon Heavy rocket as Psyche, including NASA's Janus mission to study twin binary asteroid systems, and the Deep Space Optical Communications technology demonstration to test high-data-rate laser communications that is integrated with the Psyche spacecraft. NASA is assessing options for both projects.

NASA Begins Psyche Mission Review

NASA's Science Mission Directorate and the Jet Propulsion Laboratory have commissioned an independent review to examine project and institutional issues that led to the Psyche mission missing its planned 2022 launch opportunity, and to review the mission's path forward.

The 15-member review board will be chaired by retired NASA official Tom Young and is slated to begin work on July 19. The review will study factors of workforce environment, culture, communication, schedule, and both technical and programmatic risks.

Results of this study will help inform a continuation/termination review for the mission, as well as provide NASA and JPL with actionable information to reduce risk for other missions. The board is expected to brief their findings to NASA and JPL leadership in late September.

NASA Continues Psyche Asteroid Mission

NASA announced Friday (Oct. 28) the agency decided its Psyche mission will go forward, targeting a launch period opening on Oct. 10, 2023.

Earlier this year, Psyche missed its planned 2022 launch period as a result of mission development problems, leading to an internal review of whether the mission would be able to overcome these issues to successfully launch in 2023.

This continuation/termination review was informed by a project-proposed mission replan and a separate independent review, commissioned in June by NASA and the agency's Jet Propulsion Laboratory in Southern California, that investigated causes for the delay.

"I appreciate the hard work of the independent review board and the JPL-led team toward mission success," said Thomas Zurbuchen, associate administrator of NASA's Science Mission Directorate in Washington. "The lessons learned from Psyche will be implemented across our entire mission portfolio. I am excited about the science insights Psyche will provide during its lifetime and its promise to contribute to our understanding of our own planet's core."

The independent review board is still finalizing its report, which, along with NASA's response, will be shared publicly once complete.

The mission team continues to complete testing of the spacecraft's flight software in preparation for the 2023 launch date. The new flight profile is similar to the one originally planned for August 2022, using a Mars gravity assist in 2026 to send the spacecraft on its way to the asteroid Psyche. With an October 2023 launch date, the Psyche spacecraft will arrive at the asteroid in August 2029.

"I'm extremely proud of the Psyche team," said JPL Director Laurie Leshin. "During this review, they have demonstrated significant progress already made toward the future launch date. I am confident in the plan moving forward and excited by the unique and important science this mission will return."

NASA selected Psyche in 2017 to investigate a previously unexplored metal-rich asteroid of the same name. It is part of the agency's Discovery Program, a line of low-cost, competitive missions led by a single principal investigator.

NASA continues to assess options for its Janus mission exploring twin binary asteroid systems, which was originally scheduled to launch on the same SpaceX Falcon Heavy rocket as Psyche. NASA's Deep Space Optical Communications technology demonstration, testing high-data-rate laser communications, is integrated into the Psyche spacecraft and will continue as planned on the new launch date.

As Psyche Mission Moves Forward, NASA Responds to Independent Review

NASA and the agency's Jet Propulsion Laboratory (JPL) in Southern California, which leads Psyche, shared a response Friday to the results of an independent review board convened to determine why the mission to study a metal-rich asteroid of the same name missed its planned 2022 launch opportunity.

The mission is moving forward as previously announced, and NASA will incorporate recommendations from the board to ensure its success.

The review board – convened at the request of NASA and JPL – found a significant factor in the delay was an imbalance between the workload and the available workforce at JPL. NASA will work closely with JPL management over the coming months to address the challenges raised in the report. The board will meet again in spring 2023 to assess progress.

For the Psyche mission, the board recommended increasing staffing, establishing open communications and an improved reporting system, as well as strengthening the review system to better highlight what issues might affect mission success.

In response, the Psyche project has added appropriately experienced leaders and project staff throughout the project, including filling the project chief engineer and guidance navigation and control cognizant engineer positions. JPL also formed a team to actively manage the staffing shortage across multiple projects including Psyche.

"We welcome this opportunity to hear the independent review board's findings and have a chance to address the concerns," said Thomas Zurbuchen, associate administrator of NASA's Science Mission Directorate in Washington. "It's our job to notice issues early – this report is essentially a canary in the coal mine – and address them. Information like this helps us for more than just Psyche, but also for upcoming key missions such as Europa Clipper and Mars Sample Return."

The independent review board also looked at JPL as a whole. The report made recommendations to address what it called inadequate flight project staffing – in both number of personnel and experience – as well as erosion of line organization technical acumen, and the post-pandemic work environment.

In response, changes to JPL's organizational reporting structure and reviews are in work, which along with other actions, are designed to increase institutional insight and oversight of missions including Psyche. JPL also is instituting new internal staffing approaches and working with industrial partners to support staffing needs and to redouble efforts to strengthen experienced leadership at all levels.

"I appreciate the thoughtful work of the Psyche independent review board," said Laurie Leshin, JPL director. "The board members worked diligently over the past several months to help JPL uncover and understand issues related to the delay of the Psyche launch. Their insights are helping JPL and NASA take the steps necessary to ensure success on Psyche and future missions."

Review Board: NASA-JPL Psyche Progress Outstanding, Launch on Track

Steps taken by NASA, the agency's Jet Propulsion Laboratory (JPL) in Southern California, and Caltech, to put the Psyche mission on track for an October 2023 launch have been outstanding, according to an independently appointed review board. NASA and JPL convened the board last summer after the Psyche mission team requested to delay the spacecraft's August 2022 launch to a metal-rich asteroid of the same name.

In its November 2022 report, the independent review board made extensive recommendations to address both project and JPL institutional issues that contributed to the launch delay. After thorough follow-up reviews with the Psyche project, JPL, and Caltech, the board's May 30 report finds the actions taken since November exceeded expectations. Caltech manages JPL for NASA.

"I am pleased with the independent review board's resoundingly positive assessment of JPL's hard work in correcting the issues outlined in the board's original report," said Nicola Fox, associate administrator of NASA's Science Mission Directorate in Washington. "We know the work is not over. As we move forward, we will work with JPL to ensure these implemented changes continue to be prioritized to position Psyche and the other missions in JPL's portfolio for success."

Led by retired aerospace executive A. Thomas Young, the Psyche independent review board concluded in its initial report that while JPL workforce issues related to the COVID-19 pandemic contributed to the launch delay, additional factors, ranging from staffing to communication to management oversight, contributed as well.

In response to the review board's recommendations, JPL moved to directly address the concerns regarding the Psyche project as well as the laboratory as an institution. The Psyche mission added experienced team members, reorganized a large part of its workforce, and adopted comprehensive metrics to monitor progress toward launch and operational readiness. The report also noted improvements to senior management's oversight of the mission.

"The independent review board is extraordinarily impressed by the accomplishments of the total JPL organization and Caltech," the report authors noted. "Engagement in and leadership of the overall response process by the JPL director and senior leadership is deemed 'world class.'"

Institutionally, JPL moved rapidly to update its hybrid work policy to increase the number of days team members spend together onsite each week to improve collaboration and communication. The laboratory, according to the report, was also "exceptional" in its efforts to attract and retain experienced engineering staff, with the Psyche mission being among the beneficiaries.

In addition, JPL leadership focused on clarifying roles, responsibilities, and technical skillsets within its engineering organization while ensuring flight project team members were aware of pathways to raise concerns. Lessons learned from the Psyche mission also are applicable to other flight projects, including Europa Clipper and Mars Sample Return. JPL also revamped monthly project status reviews to ensure risks are well understood at all levels of the organization.

"We convened this board weeks after I stepped in as director and addressing the issues it raised has been a central focus in my first year as director of JPL. The results are gratifying," said JPL Director Laurie Leshin. "Our goals went beyond getting Psyche to the launch pad to improving JPL across the board as we work on missions that will help us better understand Earth, explore the solar system and the universe, and search for signs of life. Our strong response to the board's findings reinforces the notion that JPL can solve any problem with the right focus and attention."

The board also determined in its report NASA and its management centers need to more clearly define the responsibilities of its standing review boards, which help ensure appropriate program and project management oversight to increase the likelihood of mission success.

The spacecraft will reach asteroid Psyche in August 2029, orbiting it for 26 months to gain insights into planetary formation, better understand the interior of terrestrial planets like Earth, and examine a world that is made largely of metal.

NASA's Psyche mission launches on six-year journey to rare metal-rich asteroid

NASA's first mission to a metal-rich world has gotten off to a proper heavy start.

The space agency's Psyche spacecraft, which shares its name with that of its target asteroid, launched atop a SpaceX Falcon Heavy rocket on Friday (Oct. 13). The 10:19 a.m. EDT (1419 GMT) liftoff from Pad 39A at Kennedy Space Center in Florida marked SpaceX's eighth Falcon Heavy flight since 2018, though it was the first with a NASA payload.
