Here's an article in the People's Daily with the title, "What's the point of lunar exploration?" Given that the People's Daily is (I believe) owned by the PLA it gives an idea of the thinking at the upper echelons of the Chinese power structure.
"Does the moon-landing have anything to do with us?" This question is being asked on almost all TV programs and network broadcasts. Whether out of personal curiosity or concern for the level of public finance being spent, people are entitled to ask the question.

Could be an editorial during the shuttle era. I get the impression China is seeing how its Moon landing probe is perceived by other spacefaring nations.

Here's an interesting look at what the Chinese People's Daily (which I believe is owned by the PLA) thinks are the top 10 space events in China in 2013. Many of the events have to do with launching what we would consider commercial satellites. Several events seem to be related to developing military capabilities. Only the first image is predominantly in Chinese characters, and all of the images have explanations in English.
China's aerospace industry achieved great development over the past year. Experts from China's aerospace industry and media have selected the top ten aerospace events in China in 2013.
Editor's note: The Chang'e-3 moon landing on Dec. 14, 2013 ranks ninth on the list.

If you scroll down this page you'll see a slide showing a concept by the Chinese to land on the moon.

I can't find the thread where some past NASA official said there was no need for heavy lift vehicles. Apparently the Chinese they think they do.
