Soyuz was used to boost Mir, and I believe in theory could be used for ISS as well, but it would deplete its fuel reserves for any necessary relocation and its return to Earth.

With Progress spacecraft always docked to the station, the service module engines, and visiting shuttles, ATV and HTV, it would probably take an extraordinary situation for Soyuz to be considered for a re-boost.
