Topic: International Space Station orientation labels

I see that the International Space Station modules have various orientation labels: "PORT," "STBD," and "TO NOD 3" among them. Were these placed before they were launched or while in-orbit? (Or both, as in the case of Cupola, one of the last pieces added?)
And if it the former, are there any labels pointing to planned but never delivered components, such as the US Hab module?

They were placed before launch but I believe have been periodically removed and replaced.
