We know all there is about the decision to go to the moon, i.e. when, where, who was present, the advisors, managers, etc. But what do we know about the decision to end the shuttle? Was there any debate at all?

After Challenger it was always said if another shuttle was lost it would end the program. It did. The only reason it did not end the day Columbia was lost was because ISS needed the shuttle to be built. Once ISS was finished that was it.
