I was thinking yesterday about the capabilities of the SAFER backpacks for EVA and the other uses apart from rescue if it was ever necessary. Could for the example the SAFER have been used to transport an EVA crew member to a satellite like what happened on STS-41C?

SAFER is not a replacement for the MMU. SAFER is strictly for self rescue and has no other uses. It has limited to no redundancy. The single hand controller can only operate in one mode at a time (rotation or translation). It has very limited delta V.
