Would this impact site of Apollo 13's upper stage be visible with an 8" reflector telescope?

Unlikely; the smallest resolvable lunar feature in an 8 inch SCT under optimum seeing is about .8 miles

Hubble can't even see that small on the moon. Much too tiny.
