in yours opinions with more funds would have been possible the first manned orbital mission of Apollo block I capsule (with a Saturn 1 booster )in early 1965 ?

I don't think funding had anything to do with the cancelation of the manned Saturn 1 (SA-12 through 14) flights. If I recall correctly, these flights were canceled in favor of using the uprated Saturn 1 or Saturn 1B for early manned test flights.

Read Dr. Robert Seamans' book, Project Apollo: The Tough Decisions (NASA SP-2005-4537). Dr. Seamans was the Associate Administrator of NASA from 1960 to 1968. As third in command at NASA with Webb and Dryden, Dr. Seamans was in the position to determine the direction the Apollo program was heading.

Dr. Seamans has almost a chapter dedicated to the possiblity of accelerating the Apollo to launch a lunar orbit mission by 1967.

The chapter and the book make very interesting reading from a man who was in charge of the program during it's formative years.

It will answer your questions about the potential of a lunar flyby in 1967. You will be surprised at how Webb and NASA handled the matter.
