NASA released the photos in high resolution on Flickr. From there, anyone can save and print their own copies.

Yes, that's true, but for personal use only. My understanding is that they are not allowed to sell such copies as NASA still holds the copyright. Unless this photo was bought from NASA I believe its sale is illegal.

As NASA explains:
NASA material is not protected by copyright unless noted.
For commercial purposes, NASA images may not imply endorsement by the space agency (which this auction does not).

If the same photograph was being used on a T-shirt or mass-produced poster (for example), permission would be needed from the astronauts for the use of their likeness. But my understanding from speaking with NASA is that reproducing its photos as photos does not require such permission.

There's little difference between this sale and the photo prints offered for sale at astronaut autograph events such as Autographica, or through private signings such as those organized by Astronaut Central.
