Can someone explain to me how this item comes into the public domain? Is this a spare suit or a fake?

This suit was previously sold by Heritage Auctions in November 2012 for $19,120.
Purchased by our consignor as Lot #18, part of the Grissom Collection offered at auction by Odyssey in February 1994.
