Saw one of these in a recent online auction as part of a set of Gemini patches and now one pops up on eBay but can anybody tell me exactly what the design is meant to represent? I'm struggling to make any sense of it. Thanks.

I am guessing this is boat engine related.

Google "Gemini Boats" and click on Gemini Evo, (the first one that comes up). There's quite the selection of inflatable craft listed. Interesting.

It's similar, but not quite, like these ROVs. A few of them, including a Gemini, was used to search for Challenger debris.

Hart is correct -- Gemini was deployed by the salvage ship Stena Workhorse during the Challenger debris search.
