Neil Armstrong's Ambassador of Exploration award will be given and displayed at the Cincinnati Museum Center at Union Terminal. Any ideas on why he chose that location instead of the Neil Armstrong Air and Space Museum in Wapakoneta?

Neither of these may be the reason, but First Man suggests two possible explanations:
  1. The Armstrong Air & Space Museum already has a moon rock: in July 1972, Tricia Nixon presented an Apollo 11 sample to the museum at its grand opening.

  2. Armstrong objected to the museum using his name without permission, in light of it not being his "personal property" or his "business undertaking". In the years since its opening, his relationship with the museum has been strained.
Separate from the above, there is a considerable security requirement that NASA insists a moon rock host meets at their own expense. It may have been that the Armstrong Air & Space Museum, were it offered the opportunity to host the rock, did not have the resources available.

Plus, Armstrong taught at the University of Cincinnati for about eight years.

I was trying to guess to whom Armstrong might give his moon rock to. I thought of the Armstrong museum also as a natural choice but thought they already had a rock and then thought the USAF museum but they already have material flown on Apollo 11. Union Terminal is an interesting choice but I guess it would fit in nicely there.
