From Zheleznyakov's news page (via James Oberg):

17.05.2004/17:30 Yu.Onufriyenko and Yu.Usachev left the forces of the cosmonauts

The order of the Minister of Defense RF of 17 March, 2004, the airman-cosmonaut RF of Yuri onufriyenko is assigned to the post of the deputy chief for the 1st administration RGNII TSPK with the release from the post of instructor-cosmonaut- tester. Recently Yu.Onufriyenko in accordance with the order of the chief OF TSPK it entered the new post, and left the force of the cosmonauts OF RGNII TSPK. Yu.Onufriyenko it was enrolled into the force TSPK in 1989 it completed two space flights. By the order of the leader OF FKA of 5 April, 2004, airman-cosmonaut RF Yuri usachev is freed from the post of the instructor-cosmonaut- tester of the 1st class at will. Thus, from this date Of yu.Usachev it retired from the force of the cosmonauts OF RKK "energy". It was enrolled into the force NPO "energy" in 1989 it carried out four space flights. However, Yuri usachev continues to work in 291- m division RKK "energy". It is assumed that soon 291- m division will be created the small group of the cosmonaut- veterans, who will transfer their wide experience to young cosmonauts. the Cosmonaut- veterans (is assumed that officially post will be called - the instructor- cosmonaut) they themselves into space fly not will be, but their activity, undoubtedly, it will be useful for the force RKK "energy". With the withdrawal Yu.Onufriyenko and Yu.Usacheva, in the force RGNII TSPK remained 16 cosmonauts, and in the force RKK "energy" - 14 cosmonauts.
