What did they mean in the story by the following line?The achievement comes at a time when it is widely expected that the first private astronaut will go into space in the next few weeks. I thought that Tito was the first. |

You are right - the way they phrased it is not technically correct. They mean someone in a launch not involving government. Tito was a private citizen but he was launched on a Russian Soyuz rocket. |
