Topic: Apollo 3" patches: official or souvenir only?

I know for the most part only 4" bare backed patches have been recognized as "crew patches" as they were worn or closely associated with crew/missions. The three inch patch never seems to have this association until I noticed this official NASA issued lithograph (MSCL-103) seems to suggest otherwise.
Upon closer inspection the patches shown on this litho are the three inch variety. Just wondered what you all might think?

A close inspection of the lithograph shows that the Apollo 7-13 are pictures of actual patches, and 14-17 are drawings. Which would date the patches as well as the litho. The patches are exact matches to the "Swiss Embroidered Emblem" 3" cloth backed patches. One would think that the lithographers that created the MSCL-103 would have access to the 4" version of these mission patches and I wonder why they would choose the 3".
