Does a site exist that you are able to identify a piece of NASA hardware by its part or serial number?

No such central database exists.

For Apollo hardware specifically, there are the stowage lists for part numbers and Apollo Spacecraft Hardware Utilization Request (ASHUR) documents for part and serial numbers, but the latter are not online.

You can submit a Freedom of Information Act (FOIA) request with NASA for any documents relating to a particular part or serial number, but a lot of the historical records have been transferred to the National Archives and so the agency's search may come up with no results.
