I bought this nice item on eBay (Gerald Higgins) no. 480. But I received item without box, letter and certificate of recognition. Do you have a copy (PDF) or scan for similar item? Do you have any information on this particular items?

I have one of these as well. Mine was originally given to George Page (the STS-1 Launch Director). George gave it to me about 20 years ago.

I have never seen any associated paperwork or certificates with these acrylics. With them being an internal NASA creation, there is no reason to doubt their authenticity.

The version pictured is the style distributed at Kennedy Space Center. The Johnson Space Center version of the same (pictured below) did include a small presentation card that read:
Space Transportation System Memento

This memento was prepared for you and your fellow employees at the Johnson Space Center at the request of the Director, Dr. Christopher C. Kraft, Jr., in recognition of the contribution you made to the success of this historic event.

This memento contains a segment of thermal protection tile cut from a damaged tile that was removed from the Orbiter "Columbia" after the first flight. This and other tiles protected the Orbiter from surface temperatures as high as 2000 degrees F during reentry to the earth's atmosphere.

It is presented to you in appreciation of the fact that you as a member of the Johnson Space Center made it happen.
