Spending a fair amount of time on Capitol Hill and in numerous Congressional offices, a question came to mind. Who retains ownership of these presentations that are in several Congress persons office, when that person retires or loses a reelection bid?

Are they gifted to the office or the individual?

Hard to say, I've either noticed them from the hallways as you walk past the offices, or the offices that I've been to they're either hanging on the wall behind someone's desk, or hanging to high to be able to read the exact inscriptions (sorry, my eyesight isn't what it used to be).
